Our study highlights implications for developmental education reform efforts nationwide and identifies the dynamics that predispose street-level bureaucrats to adopt either oppositional or facilitative implementation behaviors. Regardless, the FTIC students with valid test scores were an important subgroup to study as they are the students who, at some level, were likely aware that they would have previously been required to take developmental education math before taking Intermediate Algebra.

This course is designed to enable the Developmental Services Worker student to apply in a field placement the theoretical knowledge gained from the academic courses in level 1 and 2 of the Developmental Services Worker Program.

Developmental status, gender, and race were compared with pass/fail status in the first college-level math class and graduation status. Results indicated that the developmental math classes were effective because the developmental students performed as well as the non-developmental group in each of the variables on academic success tested. This study concluded that developmental status, gender, and race were related to student success outcomes of college-level math pass/fail status and graduation status.
