Opportunities and Boundaries of a Sport Policy in the European Union. Introduction The relationship between sport and the European Union (EU) has led to several results. With Adonnino report (1985) sport became part of the European project, EU has since 1997 a sport unit and is oriented toward an EU sport policy. Opportunities and Boundaries of a Sport Policy in the European Union. An improved model of performance.

A vision for this policy, however, seems to be lacking at the moment. These experts identified some important elements which should be included in a European sport vision as well as some barriers related to the development of a EU sport policy.

The European Union plays a minor and mostly indirect policy role in sport, because (a) sport is normally considered to be outside the competences conferred by the member states to the European Union and (b) sport is in general organised internally, on a European continental level (which is not the same as the level of the European Union), or globally. The European Union has a very limited direct role in sport. The European Commission is composed of and several departments.

Over recent years, the EU agenda and policy debate on the Western Balkans seem to have been in a conundrum. On one hand, the EU has declared its goal in the Western Balkans to be the spearheading of post-conflict transformation, which through economic and political reforms should lead these countries to become EU members. This has led to high expectations of what the EU and the prospects of membership should deliver in the region, in terms of democracy, institutions, and the rule of law. On the other hand, the EU seems to be more and more crisis-ridden, so that enlargement appears at risk.

The US is a Shining House on the Hill  But we can’t be interventionist like European powers! This is very different from Liberal interventionism of the 20th century Wherever the standard of freedom and independence has been or shall be unfurled, there will heart, her benedictions, and her prayers b. Crisis of the general policy of European integration. The enthusiasm and pathos derived from the creation of uniform space has burnt out, especially after the main beneficiaries from the project of the EU, . Germany and France, has become ever more obvious. The system of the adoption of political decisions in the EU (European Commissioners are not elected by direct vote) contradicts democratic standards and values. The risk of a Greek exit from the euro zone – and also the current debate about possible new candidates for a default – shows an insolvency regarding the economic policy of the EU.

Two organizations have increased in complexity in the last 50 years: the EU, which was transformed from a community of six West European countries to a unique organization of 27 member states, and sport, which changed from a free association of the people to a sophisticated structure where commercialization, politics and non-ethical behavior increased the presence. The reinforcement of sport was balanced in some situations by the EU, the ECJ and the Competition Policy Directorate thus clarifying that involvement and intervention in sport will continue as sport, judged to be an economic and professional activity, cross the limits established by the Community Law. The relationship between sport and the EU has led to several outcomes: sport became part of the European project, the EU now has a Sport Unit and is oriented toward the development of a EU sport policy. A vision for this policy, however, seems to be lacking at the moment. The research focused on the results of interviews with 19 European sport experts. These experts identified some important elements which should be included in a European sport vision as well as some barriers related to the development of a EU sport policy.
