Series: Leonard Hastings Schoff Lectures. Published by: Columbia University Press. Chatterjee's analysis explores the strategic as well as the ethical dimensions of the new democratic politics of rights, claims, and entitlements of population groups and permits a new understanding of the dynamics of world politics both before and after the events of September 11, 2001. My subject is popular politics in most of the world. When I say popular, I do not necessarily presume any particular institutional form or process of politics.

The Leonard Hastings Schoff Memorial Lectures were delivered in November 2001. 1 am grateful to the University Seminars committee of Columbia University, and Robert Belknap in particular, for inviting me to deliver them. In preparing the lectures for publication, I have been mindful of many of the questions raised by my audience. I must confess that it was a little daunting to speak under the giant shadow of what had happened in New York, in the United States, and in our hapless world in the weeks preceding the lectures.

Chatterjee’s Politics of the Governed is a collection of essays that that provide insights regarding political participation in a post colonial context. Through his theorization of the concept of political society Chatterjee differentiates between universal right bearing citizens of the imagined sovereign nationhood from populations or subjects who are categorized by the state to implement development policies. However, according to Chatterjee, most of the poor (both in rural and urban contexts) seldom take on the role of right bearing citizens in a context where the government only sees them as targets for welfare policies.

The Politics of the Governed : Reflections on Popular Politics in Most of the World. by Partha Chatterjee. Often dismissed as the rumblings of "the street," popular politics is where political modernity is being formed today, according to Partha Chatterjee. The rise of mass politics all over the world in the twentieth century led to the development of new techniques of governing population groups. On the one hand, the idea of popular sovereignty has gained wide acceptance.
Partha Chatterjee Columbia University Press, New York, 2004, 173pp. ISBN: 0 231 13063 5. This book is an original and important contribution to understanding movements of the excluded in postcolonial societies. The concrete discussion is mainly of India, but the potential relevance is broader, particularly in the postcolonial world. The majority of the book consists of a series of lectures and related pieces on the formation of ‘political society’, with a few additional short pieces on globalization, the ‘war on terror’ and urban cleansing bringing the book to its current length.
