Robert Allen Katzmann was born April 22, 1953 in New York City, New York, Katzmann received an Artium Baccalaureus degree from Columbia University in 1973. He received an Artium Magister from Harvard University in 1976. He received a Doctor of Philosophy from Harvard University in 1978.

Katzman's book is an excellent study of the tensions between the legislative and judicial branches. I was particularly impressed with chapter three, "Approaching Statutes." In it, Katzman explains the various approaches to how a statute should be read and shows us the battle between the strict structuralists and the non originalists without the usual political science or legal lingo. This book would be especially helpful to any law student taking a course in legislation or how statutes are drafted. It would also be a good guide for the Constitutional law student as Katzman illustrates the judicial confirmation process and shows us the constitutional gray areas brought about by activist judges. It is also a wonderful resource for anyone interested in the question of who really makes the laws, Congress or the courts.
