As much as I love Champions (To this day, I still play from the Versions 1 and 2 books), this supplement came across as a tired try, almost more of a contractual obligation than an actual serious effort.

Does not seem like an especially creative collage of villains.

Book 2 in the collections of evil doers for Champions. This supplement offered the most characters that I have used in my campaigns, outside of those baddies in established modules. Foxbat is pretty much a Champions institution, Grond and The Monster are serious heavy hitters (on the level of The Hulk and Solomon Grundy in established comic book universes). Many decently thought out characters with useful ideas of where to put them in the Champions universe. A wide range of characters, able to cover almost any genre your campaigns take you to. Take some time, read them carefully, and use them to frustrate your players and drive your plotlines forward. Despite several behind the scenes interviews I've read about trying to create characters quickly around a drawing, these come across as some of the most clearly thought out beings to pound on your players. They require little upgrading if you use later systems of Champions.
