A less dramatic example of the effect of political change on evaluation strategies comes from El Salvador, where the recognized success of a reform introduced in rural schools prompted the government to introduce a similar education reform in all of the urban schools at once, instead of randomly phasing in schools over time as originally planned. This decision eliminated the possibility of using an experimental design and left using a less-robust reflexive com- parison as the only viable evaluation design option.
